China unveils AI roadmap for earthquake monitoring, early warning

China has officially launched a national action plan to embed AI into its earthquake monitoring and disaster mitigation system, marking a new phase in the country’s efforts to modernize seismic forecasting and early warning.

The “AI + Earthquake Disaster Prevention and Mitigation Action Plan (2026-2028)” was unveiled by the China Earthquake Administration at the Earthquake AI Forum during the 2026 World Artificial Intelligence Conference (WAIC) in Shanghai on July 19.

The three-year roadmap outlines nine priority areas, including intelligent seismic monitoring systems, AI-powered earthquake early warning technologies, and demonstration projects.

It aims to establish an integrated AI framework spanning data, models, platforms and real-world applications, with the goal of making AI a core component of China’s earthquake prevention and response system by 2028.

The forum also showcased a range of AI innovations, including earthquake-focused AI agents, foundation models, intelligent seismic processing systems and benchmark datasets.

China has already built 16 AI datasets covering earthquake monitoring and early warning, earthquake forecasting and seismic risk mitigation. Two of them—Zhendian (震典) and DiTing (谛听)—have been recognized as national high-quality datasets.

AI-driven analysis

The China Earthquake Administration said its AI-assisted earthquake cataloging system is around ten times more efficient than conventional methods and has supported response efforts during more than 40 major earthquakes, including the Jishishan and Dingri events.

The initiative reflects a broader shift in seismology from human-supervised workflows to AI-driven real-time analysis.

As China’s nationwide seismic monitoring network continues to expand, authorities say traditional data-processing methods are no longer sufficient to handle the growing volume of seismic data.

China has already deployed several AI-powered seismic systems. A jointly developed platform by the University of Science and Technology of China and the China Earthquake Administration has made China the first country to operationally apply AI to real-time earthquake monitoring.

Meanwhile, the DiTing seismic-wave foundation model has been selected as a national showcase project for future industries.

Shanghai has also strengthened its earthquake preparedness infrastructure, operating 31 professional seismic stations and a provincial-level early warning center capable of issuing alerts within seconds, with applications expanding to high-speed rail, urban transit and tourism.

For international observers, the plan underscores China’s ambition to lead in AI-enabled disaster resilience.

While organizations such as the U.S. Geological Survey and Google DeepMind have explored AI for earthquake research, large-scale operational deployment remains limited.

China’s approach—combining dense monitoring networks, standardized datasets, domain-specific AI models and real-world deployment—could offer a reference for other earthquake-prone regions seeking to modernize seismic monitoring and early warning systems.
