Jiangsu targets $9 billion commercial space output by 2028

Jiangsu has unveiled its first dedicated policy package for commercial space, targeting 60 billion yuan ($8.9 billion) in annual output from key companies by 2028.

The plan, introduced on August 13, also targets annual production capacity of 80 rockets and more than 200 satellites, along with one to two provincial manufacturing innovation centers and around 50 representative commercial space applications.

The plan assigns different roles to major cities. Nanjing will focus on satellite payloads and ground equipment, Wuxi on the full chain from rockets and satellites to data and applications, Suzhou on key materials and components, Nantong on mass production of low-orbit satellites, and Lianyungang on maritime launch support.

Jiangsu will also help leading rocket and satellite companies access capital markets and support key suppliers in becoming specialized “little giant” firms.

Expanding investments

A new provincial aerospace industry task force will coordinate support for launch approvals, spectrum and orbital resources. The province will also expand commercial space investment funds through government-backed financing.

For the global space industry, the plan signals that as commercial space moves into mass production, manufacturing capacity and supply-chain efficiency are becoming as important as launch technology.

Jiangsu is positioning its manufacturing base to become a key part of China’s commercial space supply chain.
