Shanghai’s integrated-circuit industry reached 580 billion yuan ($86.3 billion) in 2025, up 15.5% year-on-year and double its size five years earlier, according to figures released at a high-profile industry forum.
The city accounted for 23.4% of China’s total IC industry revenue and had 35 semiconductor companies listed on the STAR Market, the most in the country, Zhang Ying (张英), deputy secretary-general of the municipal government, told the 12th IC Industry Leaders Conference held in Zhangjiang on August 28-29.
The growth was broad-based. IC design expanded 30.6% in 2025, manufacturing rose 22.4% and equipment and materials grew 35.6%, pointing to expansion across the supply chain.
Shanghai ranked fourth globally and first in China in the World IC Association’s latest ranking of the 100 cities with the strongest overall IC industry competitiveness.
‘One core, two wings’ layout
The city has built an “one core, two wings” industrial layout centered on Pudong, with Lingang and Jiading as the two supporting hubs.
Pudong alone hosts more than 800 companies spanning chip design, manufacturing, packaging and testing, equipment components and materials.
Shanghai’s chip-design base in Zhangjiang has expanded rapidly. Its industrial output rose from 400 billion yuan in 2018 to 1.371 trillion yuan in 2025, while the park now hosts more than 600 design companies, including OmniVision (豪威集团) and Unisoc (紫光展锐).
Seven of the world’s 10 largest semiconductor companies have established R&D centers or headquarters there.
Shanghai’s next chip bet
For the 2026-2030 period, Shanghai plans to build its IC industry into a trillion-yuan cluster, focusing on Zhangjiang, Lingang and Jiading.
The city is targeting advances in high-performance computing chips and general-purpose processors, while developing six specialized industry hubs covering areas including EDA, RISC-V, automotive electronics, silicon photonics and quantum technology.
