Hikvision (海康威视) has become the first camera manufacturer globally to obtain the European Union’s Cybersecurity Certification, a milestone that could bolster the video surveillance giant‘s credibility in overseas markets as Chinese security equipment vendors continue to face heightened geopolitical scrutiny.
Chinese media reported that the Hangzhou-based company’s network camera on July 1 had received the European Common Criteria (EUCC) certification, one of Europe’s highest-profile cybersecurity certifications for information and communications technology products.
The certification was issued by Dutch certification body TrustCB B.V., which is authorized by the Netherlands Authority for Digital Infrastructure, following an evaluation conducted by BV Cybersecurity Europe under the internationally recognized ISO/IEC 15408 and CEM:2022 R1 standards.
Hikvision’s iDS-2CD7 camera series achieved the EUCC Substantial assurance level and met the EAL3 augmented with ALC_FLR.2 security requirements.

A trust benchmark
The certification verifies a product’s cybersecurity capabilities across areas including authentication, access control, secure communications, audit logging and vulnerability management through an independent third-party assessment.
For government agencies and operators of critical infrastructure, such certification is increasingly viewed as an important benchmark for evaluating the security of connected devices.
The EUCC framework is based on the internationally recognized Common Criteria (CC) standard and is widely regarded as one of Europe’s most authoritative product cybersecurity certification schemes.
Overcoming security scrutiny
The achievement comes as Chinese technology companies, particularly surveillance equipment manufacturers, continue to face security-related restrictions and procurement scrutiny in several overseas markets.
Because network cameras are often deployed in sensitive environments, cybersecurity assurance has become an increasingly important factor in purchasing decisions.

By becoming the first camera vendor to receive EUCC certification, Hikvision has established a new cybersecurity compliance benchmark for the surveillance industry while strengthening its position in international markets.
Market observers say this demonstrates that Chinese technology companies can meet some of the world’s most demanding cybersecurity standards, clearing the hurdles for it to access previously hard-to-enter markets like EU countries.
